Maryland Avenue Reconstruction Project

Maryland Ave trails

Project Description

The City of Burlington began reconstruction of Maryland Avenue on June 1, 2021. This project has substantial completion date of October 15, 2021 and a final completion date of November 15, 2021. This project includes complete reconstruction of Maryland Ave from Congress St to Milwaukee Ave, including new curbs, gutter, and road. Paving of Congress St from Maryland Ave to the dead end cul du sac will also be part of the project. In addition to road improvements, the project will replace the water main, sanitary sewer, and storm sewer infrastructure in Maryland Ave. The project also includes several new pedestrian transportation improvements such as: new sidewalks, on-street painted bike “sharrows”, and a new paved bike trail connection from Maryland Ave to Milwaukee Ave. The gravel semi-truck parking lot will be removed and restored to green space and the corridor will be reforested with several parkway trees.

Traffic and Road Closures

The southern portion of Maryland Ave. near Congress St. is closed to through traffic intermittently while utility work is being performed. Motorists traveling to The Hintz Baseball Complex, Compost Site, or Redmer & Sons Recycling should enter Maryland Ave from the intersection on Milwaukee Ave.

Landfilling of Waste Material

A portion of Maryland Ave was original constructed on top of an unlicensed landfill and it was expected that waste material would be encountered as part of utility work and roadway construction. Any waste excavated during the project must be disposed of in at a licensed sanitary landfill. During the project waste material has been hauled offsite for landfill disposal. Unfortunately, construction activities have encountered more waste than was planned and the City began to explore options to contain costs for hauling and disposing of this material. 

The City and our consultant engineers at Kapur and Associates worked with staff from the Wisconsin Department of Natural Resources to develop a plan to safely and appropriately dispose of this waste material within the adjacent closed City of Burlington Landfill. The City received an approved Plan Modification from WDNR on 7/9/21 and our contractor, Wanasek, has begun stockpiling waste on top of the close landfill on Maryland Ave. Shortly, the landfill cap will be opened and waste material will be permanently landfilled on the site. Upon completion of the Maryland Ave Project the new landfill cell will be permanently capped with clay, black dirt, and seeded with grass the same as the rest of the closed landfill. 

Unfortunately, this work may generate odors from the landfill. The City has worked with WDNR on a strategy to mitigate odors through practices like covering the waste with non-waste materials at the end of each construction period. WE Energies Gas and Electric Upgrade Project

WE Energies will be performing gas line and electric line work in Maryland Ave at the same time as the City performs reconstruction. This timing helps minimize the need for WE Energies to disturb the newly constructed roadway. The work performed by WE Energies is separate from the City’s work and is not performed by the City’s contractor, Wanasek, although there will be close coordination between the two projects. As of 7/19/21 the majority of this work is completed within the Maryland Ave. corridor.

As with all construction projects, schedules are subject to change pending weather and other unforeseen impacts. This information is intended to be as accurate as possible but may change from time-to-time. This information will be updated regularly throughout the project and as conditions change.

    • Continue sanitary sewer lateral work in the northern section of the project 
    • Begin sanitary sewer main line work.
  • Anticipated Work for Next Week (7/19/2021)      
    • Begin storm sewer work along Maryland Ave in the northern section of the project.
    • Begin storm sewer work adjacent to the Hintz Complex.
  • Completed Work 
    • Complete sanitary sewer lateral work in the southern residential section of the project.
    • Safe sample results obtained for new water main.
    • Complete new water service line construction.
    • Complete new water main construction.
    • Complete water main connection at Congress St.
    • Tree and brush removals throughout project area.
